The City College of New York Office of Veterans Affairs collaborates with the CUNY Office of Veterans Affairs, NYC Mayor’s Office of Veterans Affairs and the State of New York’s Department of Veterans Affairs, to assists veterans in making a seamless transition from military service to the campus community. Significant resources are in place to aid in that transition.

The City College Office of Veterans Affairs (OVA) is committed to recruiting, enrolling and retaining veteran students. The OVA will work in collaboration with the various offices on campus including student affairs, admissions, disability services, financial aid, registrar, wellness and counseling center and affirmative action to assist veterans in becoming acclimated to college life while obtaining veteran educational benefits and other available resources.

Applicants who are Veterans of the United States Military Service, currently on Active Duty or members of the National Guard or Reserves may obtain an application fee waiver by answering the US Military Status question on the CUNY application and submitting proof of their Veteran/Military status (i.e., DD-214, Current Military ID Card, or Deployment or Pre-separation orders). Veterans are also exempt from paying the commitment deposit.
Veteran Status for Educational Purposes: Students currently serving in the Active Reserve Forces, or entitled to benefits accrued in the reserve component, while not technically veterans, are entitled to certain resources.

Transfer Credit Evaluation
Students may transfer credits earned at other accredited post-secondary institutions in or outside the U.S.A., provided that:
The maximum number of credits that may be transferred is determined by a review of eligible coursework satisfactorily completed. Credits may be accepted if a grade of at least ‘C’ was obtained. However, students transferring from other CUNY Colleges may have credits transferred with an earned grade of ‘D’ or better provided. To view CUNY to CUNY course equivalencies, please click here.
Transfer Credit Timelines
Students seeking entry into any program offered at CCNY must adhere to any additional departmental requirements. Also, prior college work cannot exceed timelines established by the Department Chairs and/or their designees.
Veterans Transfer Credit Assessment
Effective the fall 2012 admissions cycle, the Central Admissions Process will request that all veterans applying for admission submit their military education transcripts (AARTS or SMART). The transcript will be scanned and will be accessible electronically for future use. CUNY Admissions will provide a preliminary evaluation of transfer credit based on the ACE suggested equivalencies and will communicate this to the college.

Readmit Students
If you are applying for readmission, courses taken after attending CCNY must be evaluated. Please visit the Admissions and Recruitment Office to submit a Readmission Application and official transcripts from all institutions attended after CCNY.
Transfer Credit Re-evaluation
Students may submit a request for re-evaluation of transfer credits to the Transfer Credit Evaluator, if they believe a re-evaluation is warranted and/or an exception should be granted regarding the awarding of transfer credits and/or issues relating to CUNY Pathways; the Transfer Credit Evaluator will then process the appeal expeditiously, including but not limited to escalating the appeal to the Academic Department Chairperson, Academic Unit Coordinator, and/or designee, etc.
This update is regarding Isakson & Roe and the implementation of Public Law 116-315 Section 1005.
The following policies outline the basic requirements for a veteran or their beneficiaries to be charged in-state tuition at Hostos Community College.
Part I – Eligibility for the Residency Tuition Rate Section C - Other Categories of Students Who Qualify for the Resident Tuition Rate:
1. Veterans
Effective Spring, 2015, individuals who are eligible for educational assistance under federal education benefits program will be charged the in-state rate at the CUNY senior colleges and the in-city rate at the CUNY community colleges. This includes individuals who served in active military, naval or air service and members of the National Guard and reservists who meet the requirements for benefits under federal edication benefits. A veteran who meets the above eligibility criteria is entitled to the in-state or in-city rate even if he or she is not actually receiving benefits under a federal education benefits.
In order to prove veteran status, a student must provide U.S. Department of Defense Form DD214 or a Certificate of Eligibility from the U.S. Department of Defense or the Veterans Administration.
Effective for semesters staring after March 1, 2019, individuals who are receiving educational assistance under the U.S. Department of Veterans Affairs Vocational Rehabilitation & Employment Program (VR&E program), also called Chapter 31, will be charged the in-state rate at the CUNY senior colleges and the in-city rate at the CUNY community colleges. In order to prove eligibility, individuals must present evidence that they are receiving educational assistance under the federal VR&E program.
2. Family Members of Certain Uniformed Service Members In certain cases, spouses and dependents of veterans or other uniformed service members are also entitled to educational assistance under federal educations benefits program. Effective Spring, 2015, spouses and dependents who are eligible for educational assistance under education benefits are also entitled to the in-state or in-city rate. Generally, these are the spouses or dependents of service members who died or were disabled by their service, or to whom the veteran has transferred his/her veteran’s educational benefits. Note that a student who was the spouse or dependent child of a service member at the time the educational assistance was transferred would be entitled to the resident rate, even if he/she is not currently a spouse or dependent child (for example in the case of a divorce.) In order to prove status as a child or spouse of veteran, the child or spouse must provide a Certificate of Eligibility from the U.S. Department of Defense or the Veterans Administration.
3. Service Members and Family Members Stationed in New York Members of the armed forces of the United States on a full-time active duty station in the State of New York, and their spouses and dependent children, who enroll at a CUNY college, shall be charged the in-state tuition rate. Such students shall continue to be charged the in-state rate at CUNY even if they are subsequently discharged from military service.
Each subsequent semester that you wish to use your benefits, you must notify the Office of Veterans Affairs of your intent before the first day of classes. The SCO will submit your certification to the Veterans' Regional Office for processing after you have met with the SCO, informed the office of the V.A. standing, and registered for classes that meet your degree program requirements. You must have a Certificate of Release or Discharge from Active Duty Form (DD-214) or Notice of Basic Eligibility Form (DD-2384) and a Certificate of Eligibility from the U.S. Department of Veterans Affairs or other proof of eligibility on file. The U.S. Department of Veterans Affairs (VA) provides education benefits to eligible Servicemembers, Student Veterans, and qualified dependents and survivors. Questions pertaining to eligibility to receive Veterans educational entitlement should be referred to the New York Regional Office of the V.A., 245 W. Houston Street, New York, NY 10014.

NOTE: If you have previously attended another institution using your benefit, you will have to fill out VA FORM 22-1995 to make The City College of New York – CUNY your current, primary institution.
VR&E Benefits (Chap31)
VR&E services are available through the VA for veterans with service-connected disabilities. To apply for VA VR&E (also known as Vocational Rehabilitation and Employment, VR&E, or Chapter 31 benefits) apply through your eBenefits account or obtain approval from a Vocational Rehabilitation Counselor at the Veterans Administration Regional Office, 245 West Houston Street, New York, NY 10014. In addition, reasonable accommodations and support services are available to veterans with disabilities through the Accessibility Resource Center.
Military Tuition Assistance (TA)
If you are interested in using Tuition Assistance (TA) through your Military branch, you must contact your Education Services Officer (ESO) or Counselor within your Military service prior to enrolling The City College of New York - CUNY to receive approval or you could be responsible for all tuition costs. Return of Unearned TA Policy
To comply with the Department of Defense (DoD) policy, The City College of New York – CUNY will return any unearned TA funds on a prorated basis through at least the 60% portion of the period for which the funds were provided. TA funds are earned proportionately during an enrollment period, with unearned funds returned based upon when a student stops attending. If a service member stops attending due to a military service obligation, (documented deployment or call to active duty), once notified, The City College of New York – CUNY will reverse tuition charges at 100% and the TA funds disbursed will be returned to the government in full. Unearned TA refunds will be made directly to the Military Service, not the Service member. A student’s official withdrawal date is used as the last date of attendance and to calculate earned percentage of TA. A student’s official withdrawal date is determined by using the last date of attendance that is documented and submitted to the Office of the Registrar. Once the last date of attendance has been determined, The City College of New York – CUNY will recalculate a student’s TA eligibility.
Veterans Benefits and Transition Act of 2018
In accordance with Title 38 US Code 3679(e), The City College of New York – CUNY permits any covered individual to attend or participate in the course of education during the period beginning on the date on which the individual provides to the educational institution a certificate of eligibility for entitlement to educational assistance under chapter 31 or 33 (a “certificate of eligibility” can also include a “Statement of Benefits” obtained from the Department of Veterans Affairs’ (VA) website – eBenefits, or a VAF 28-1905 form for chapter 31 authorization purposes) and ending on the earlier of the following dates:
The City College of New York – CUNY will not impose any penalty, including the assessment of late fees, the denial of access to classes, libraries, or other institutional facilities, or the requirement that a covered individual borrow additional funds, on any covered individual because of the individual’s inability to meet his or her financial obligations to the institution due to the delayed disbursement funding from VA under chapter 31 or 33.
NOTE: A “Covered Individual” is any individual who is entitled to educational assistance under chapter 31, Vocational Rehabilitation and Employment, or chapter 33, Post-9/11 GI Bill® benefits.
